Norman is a U.S. Army barber at Fort Blanda Army Base and one of Bill's coworkers. He only appears once in the Season 11 episode "Bill, Bulk and the Body Buddies".

Norman is an older Caucasian man with a skinny build, pale skin, and short gray hair. He wears glasses and a green U.S. Army uniform.

One day as Bill was cutting a soldier's hair, Norman walked into the barber area and posted a paper notice for upcoming military fitness exams on the bulletin board. He informed Bill about the exams, causing him to be worried since he knew he would fail. Hearing Bill ask if he really needed to take one since he thought he took one recently, but Norman chuckled and reminded him that his last exam was four years ago. As he walked to his barber's chair, he jokingly asked Bill if he thought he would rely on another "miracle", referring to Bill passing his last exam only because the doctors forgot to reset the count on the exercise machine.
Some days later after Bill gained lots of muscle due to being trained by Dirk, Norman was in the barber room at Fort Blanda Army Base cutting hair. He witnessed Bill accidentally but unapologetically shave off the front of a soldier's head, noticing Bill's changes in demeanor. Norman asked Bill if he knew what the exam entailed, saying that his muscles were not everything because the fitness exam was mostly running on a treadmill. In response, Bill said that his "guns" (muscles) ran from nothing and kissed his biceps, disgusting Norman.
