When Peggy Hill was asked by a school staff member at Tom Landry Middle School to substitute for a teacher for one week, Ms. Ayres planned on giving Peggy a surprise evaluation. Unknown to her, Peggy was discreetly informed about the surprise evaluation on the same morning. Outside the classroom, Ayres introduced herself to Peggy and explained her evaluator role. In the classroom, Peggy boasted about her good relationship with her students, with Ayres being impressed that she was not bullied by students, unlike other substitute teachers. As Peggy continued talking and asked if she needed to repeat anything, Ayres responded that she penalized her for starting class late. At first, the session went well as Peggy told her students about their Spanish-equivalent names, but Ayres again penalized Peggy when her warnings were not sufficient to stop Dooley from shooting toy foam bullets at her. When Peggy brought Dooley to the front of the class as punishment, he continued bullying her and made the students laugh, causing Ayres to shake her head in disapproval as she further penalized Peggy. In the final result for that day, Ayres left the comment "needs improvement" on Peggy's evaluation sheet.
