Mrs. Chapman is a school board member in Arlen, Texas. She beat Nancy Hicks-Gribble, Peggy Hill, and Minh Souphanousinphone winning the school board member election. She is voiced by Ashley Gardner, and she only appears once in the Season 7 episode "Board Games".

Mrs. Chapman is an adult Caucasian woman with a moderate build, short brown hair, and fair skin. She wears a light blue turtle neck long-sleeve sweater and long purple pants. She wears a yellow ichthys symbol (or "Jesus fish") lapel pin on the left side of her sweater. The ichthys symbol is a sign typically used to proclaim an affiliation with or affinity for Christianity.

In "Board Games", Mrs. Chapman requested the school board members to ban sections "F" and "S" from the library dictionary. In Mrs. Chapman's speech during the school board candidate debate, she stated, "I'm not saying you have to use the moment of silence to pray. The kids who don't believe in God can just sit quietly and smirk about how they've got it all figured out." Eventually, she won the school board seat with 18 votes. Subsequently, Chapman got rid of after-school programs, biology, and all "offensive" encyclopedias.
