Harrington is an elderly man with a skinny build, pale skin, short white hair, and a thick mustache. He is seen wearing glasses, a red trucker hat, a moss green shirt, gray pants, and red shoes.

Learning that Strickland Propane was looking for a new accessories associate, Mr. Harrington applied for the job. At the interview, Hank Hill pointed out how he had "a few gaps" in his work history. Harrington then revealed that he was on welfare during the presidential terms of Franklin D. Roosevelt, John F. Kennedy, Lyndon B. Johnson and Jimmy Carter. Hank ended up turning Harrington down due to his very limited work history.

- It is unknown if Harrington had any true employment, though it is possible that he only found work when Richard Nixon, Gerald Ford, Ronald Reagan and George H. W. Bush were in office, as he did not mention using welfare during their presidencies.
